Document registration while giving flat on rent - Maharashtra (Live & Licenses 36 A)

While giving your flat on rent in Maharashtra, only doing notary of agreement is not sufficient. Owner have to do registration of agreement document with Sub Registrar. This document is called Live & Licenses 36 A in legal terms.

Maharashtra govt. have provided online facility to do this process.

There are 2 ways to do this process:
Note: Before doing this process in browser, please allow all types of pop-ups for domains of govt. sites your working on like igrmaharashtra.gov.in and efilingigr.maharashtra.gov.in

1. Complete Online

  • In this option you don't have to go to Sub-registrar office physically. Everything can be done from home. To use this facility click on 'E-registration' on webpage provided above. You will land on E-registration site.
  • You can also calculate stamp duty and registration changes on this page. If you don't have agreement doc/format with you, you can get draft provided by government on this page. Click on Download Draft on this page.
  • You need to go through instructions provided on page and fill the form. You can also use helpline number mentioned above.
  • Issues in this process: 
    •  All the stake holders in this process - Owner, tenant and identifier needs AADHAR CARD to complete this process. 
    • You need to have Webcam with you (which you can easily get in internet cafes).
    • You need to have Biometric device - Thumb Scanner with you. I don't think anybody have thumb print scanner at home. I am also not sure if these are present in Internet cafes.
2. Partial Online
  • Please calculate your stamp duty and registration fees before doing this process. You can calculate it by using method mentioned above. Or you can call helpline and ask them process and calculate.
  • Now before starting process you need to pay money (Stamp duty n registration) using GRAS system. Link is provided on main page mentioned above under name "E-pement"
  •  Here on GRAS page, you can click on "pay without registration"
  • Check below images to know what options to select while paying stamp duty and registration. You can take this information by calling helpline number too.  






  • Both these receipts will have GRN number on them. Now go to main page and click on "PDE regi" it will take you to page to Public data entry resgistration
  • Enter your details and start data entry. You will need to enter Owner details, Tenant Details, Identifies (2) details, Property details. Also you will have to enter GRN number of the stamp duty you paid on GRAS system.
  • After Entering all these details, a doc will get generated which will have all your details.
  • Take print-out of above 2 receipts of Stamp Duty and Registration and This doc.
  • Now you need to appointment of Sub-registrar office for document registration. For that purpose go to Main Page link and click on "E-Step in". It will take you to Token Booking webpage where you can take appointment of sub-registrar office of your choice. Read the instructions and take appointment. Take print-out of this receipt as well.
  • Now, you have soft copy of your agreement. Take print-out of this agreement on Green pages like the ones which are used for formal agreements.Take sign, thumb impression and stick photos of Owner and Tenant on agreement. Take names and signs of Identifiers on doc.
  • Take photocopy of light bill of property (as address proof) and photocopy of photo ids (PAN card etc) of Owner and tenant on Green paper and attach it to agreement.
  • Attach 2 receipts of Stamp duty n Registration paid to this agreement doc. (Do not staple this doc set. Only keep it together with some pin which is easily removable)
    • Take this Prepared doc and PDE doc page and Token printout to sub-registrar office.
    • In Sub-registrar office, when your number come (you have to follow up with them) they will take your docs and will do some entry in their system. Take photographs and thumbprints of Owner, tenant and 2 identifiers. Give you two hard-copies (dast goshwara bhag 1, dast Goshwara bhag 2) which you need to attach to your Agreement doc.
    • Now, there s one more guy, go to him take shikka on each and every page of your doc. Fill the page numbers in this shikka. Also he should give you a receipt containing registration charge and Document handling charge (20 Rs. per page) which you should pay.
    • Give this doc set to Sub-registrar there for his Final signature. After his signature, this doc should be given to another clerk sitting there who scans each and every page of this doc and staples back everything gives you back. Ideally he should give you a CD as well (which I didn't get in my case)
    • Note: procedure, sequence of events and behavior of people in each registrar office is different. People in office might ask you for money (bribe)
